The Property Background
The house was built in 1948, a modest two-story with a full basement. It flooded in 1993 to a depth of about four feet on the first floor. It flooded again in 2008 to a depth of about two feet on the first floor. Between those events and after 2008, the property had undergone significant work.
The owners at the time of the 2008 flood used FEMA hazard mitigation grant money combined with private funds to lift the house approximately three feet on its existing foundation, extending the concrete block walls upward. The first floor now sat above the base flood elevation established by FEMA for that area. Local records confirmed the work was permitted and inspected at the time.
Priya's real estate agent told her this meant the flood problem was solved. My job was to figure out whether that was true.
What I Looked For in the Inspection
Flood-zone inspections in Des Moines require attention to items that never come up in normal inspections. My checklist for Priya's property included:
The Elevation Work Itself
Homes that get raised on their existing foundations require careful integration between the new upper foundation and the original lower foundation. Poor connection at that transition can produce lateral instability, water infiltration at the seam, or differential settlement over time.
The block wall extension on Priya's house was well done. The new blocks were properly bonded to the original walls with rebar and grout at every third course. The interior finish met the exterior finish cleanly. The concrete floor slab in the basement had been broken out and repoured at the new elevation, and the perimeter drain around the interior was still functioning through a working sump system.
Not every elevation project I've seen was this well executed. Some show visible seams, uneven mortar work, or evidence that the drain systems were compromised during the lift. Look at this transition carefully in any elevated Des Moines home.
Mechanical Systems Above Flood Elevation
Modern flood mitigation practice requires that all critical mechanical systems be located above the base flood elevation. Priya's house had the furnace, water heater, and electrical panel all located on the first floor, above where the 2008 flood had reached. This is important. Any homes I've inspected in the area with the furnace still in the basement are one storm away from another catastrophic loss.
The FEMA guidance for flood-prone properties specifies that all mechanical systems, electrical panels, and water heaters should be positioned above base flood elevation. Older homes that have been elevated without moving these systems are only partially mitigated.
Evidence of Water Reaching the Current First Floor
Even in elevated homes, I look for evidence that water has reached the current occupied space. Signs include water staining on original framing that is now visible in unfinished areas, mineral deposits on the concrete foundation walls above the current basement floor, and any patched or replaced flooring that suggests recent moisture damage.
Priya's house showed the original 1948 first-floor joists were still in place, and I could see faint water lines on some of them where the 1993 and 2008 floods had reached. Those water lines were now approximately six feet above the current basement floor because the house had been lifted. Old stains, but a useful reminder of what the property has been through.
Sewer Backflow Protection
Flood-zone homes need to prevent city sewer water from backing up into the house during flood events. This is done with a backflow preventer or a floor drain check valve on the interior side of the sanitary sewer connection.
Priya's house had a floor drain check valve installed after 2008 and I could confirm it was functional. Without this protection, the entire flood mitigation strategy of elevating the house becomes moot if the sewer backs up into the basement during a flood event.
What the Inspection Turned Up
The elevation work was solid. The house itself was in surprisingly good condition given its history. But three findings needed attention before closing.
First, the sump pump was 11 years old, installed at the time of the 2008 elevation project. Sump pumps in flood-prone Des Moines locations should be replaced every 8 to 10 years. The one in Priya's basement was past its expected service life and had no battery backup. Replacement with a proper backup system: $650 quoted from a local plumber.
Second, the exterior grade around one corner of the house had settled over the years and was now sloping toward the foundation rather than away from it. During heavy rains, this was concentrating water at the foundation wall. Regrading that corner and adding a small French drain: $1,200 estimated.
Third, one basement window well was corroded and had lost most of its structural integrity. In a flood event, this would be a failure point for water entry even below the elevated main floor. Replacement of the window well and window: $850.
Total needed repairs came to around $2,700, which was significantly less than the potential $20,000 to $40,000 remediation cost of a single flood event with an inadequate mitigation system.
The Insurance Reality
Priya's next call after the inspection was to a flood insurance agent. This is the step that many Des Moines buyers skip, and it's often the step that changes the deal.
The property was in Zone AE, which meant flood insurance was required for her mortgage. The initial quote came back at $2,850 per year for a policy through the National Flood Insurance Program with the maximum available coverage. Because the house was elevated above base flood elevation, the premium was significantly lower than it would have been for a non-elevated property in the same location. Nearby homes that hadn't been elevated were paying $5,000 to $8,000 per year for equivalent coverage.
The National Flood Insurance Program has specific tools for estimating premiums, and Iowa participates in the Community Rating System, which provides discounts in some communities.
She built the $2,850 annual insurance cost into her total housing budget. Adding that to her mortgage payment, property taxes, and other insurance, the effective monthly cost of the property was about $340 higher than the same-priced home outside the flood zone. That was manageable for her, but it was information she needed before signing the contract.
The Negotiation and Close
Priya submitted a repair request for the three items the inspection flagged. The sellers agreed to complete the sump pump replacement and the window well repair before closing. They declined the grading work, but offered a $1,200 credit at closing to cover it. She accepted.
Total repairs completed by the seller: $1,500 in work. Credit received: $1,200. She closed on the property in early July.
Two months later, we had a heavy summer storm system that dropped 6 inches of rain over 48 hours. Priya's basement stayed dry. The new sump pump ran continuously for about 14 hours during and after the storm. The regrading work she'd completed with her closing credit kept surface water moving away from the house. The check valve on the sanitary sewer never had to engage because the city system handled the load.
She sent me a photo of the dry basement floor with the sump pump running in the background. "Thanks for making me pay attention to this stuff," she wrote.
What Any Buyer Should Take Away From This
Elevated homes in Des Moines flood zones can be reasonable purchases if the elevation work was done well, the mechanical systems are above base flood elevation, and the drainage systems are actively maintained. They can also be traps if the mitigation was incomplete or has degraded over time.
Three specific actions I'd recommend for anyone looking at flood-zone Des Moines property:
Get a flood insurance quote before removing your inspection contingency. Not an estimate from your agent, not a range from your loan officer, but an actual quote based on the specific property. Premiums vary dramatically depending on elevation certificate details, and those numbers change the deal.
Request the elevation certificate from the seller. This is a formal document prepared by a licensed surveyor showing the elevation of the lowest floor relative to base flood elevation. If the property has been elevated for flood mitigation, this document should exist. Its absence is a warning sign.
Have your inspector document the flood mitigation systems specifically. Standard inspection reports may not address sump backup systems, sewer check valves, or the integrity of the elevation work. Ask for this to be part of the scope.
Des Moines has excellent flood mitigation infrastructure in some neighborhoods and inadequate mitigation in others. The city itself has invested heavily in levee improvements after 1993 and 2008. Individual properties vary widely. The house tells the story if you look at it carefully enough.
